SELECTION OF PROPOSED HUDUMA KENYA SMART SERVICE AND PAYMENT CARD FINANCIAL INSTITUTIONS
INTRODUCTION
The Ministry of Devolution and Planning through the Huduma Kenya Secretariat intends to collaborate with selected Financial Institutions to provide registration and issuance of the Huduma Kenya Smart Service and Payment Card to users and members of the public.
BACKGROUND
The Kenya Vision 2030 Second Medium Term Plan (2013-2017) identifies Huduma Kenya Integrated Service Delivery Model as a global standard for Public Service innovation in service delivery. The Vision states that “the Huduma Kenya programme aims at providing a Multichannel, “single window” citizen access to transactional Government services using a variety of channels such as:
(a)    One Stop Shop Huduma Citizen Service Centres;
(b)   Online Huduma web portal;
(c)    Mobile phone Huduma platform;
(d)   A Huduma call centre; and
(e)   An Integrated Huduma payment gateway including a smart card
The Government of Kenya is undertaking several measures to address these challenges which include among others the establishment of the “one stop” service model where people can get a group of related transactional services from one stop shop centres located in Counties, that provide both National and County Government services.
Additionally, the Government is working to ensure that all payments collected for public services are made electronically. The proposed Huduma smart service and payments card provides an integrated and interoperable platform for service delivery and electronic payments that conforms to global card payment standards.
OBJECTIVES
The objective of this Expression of Interest is to select firms, who inter Alia must be licensed Financial Services providers with a national distribution network to develop innovative solutions, systems and platforms for providing registration and issuing of EMV cards to users and facilitating cashless transactional services herein referred to as the “Huduma Smart Service and Payments Card”.
SCOPE OF WORK
The electronic Huduma Smart card will be a Government of Kenya owned transaction platform to provide a variety of electronic services and facilitate electronic processing of payments by card users for both public and private sector services.
The nature of transactions carried out by the card will be twofold; (i) disbursements and distribution of payments from Government institutions to identified beneficiaries and (ii) payments and cash transactions for government and other private sector services.
The card will conform to the following technical standards
i.                     Magnetic Stripe
ii.                   Europay, Mastercard, Visa (EMV) Chip,
iii.                  Near Field Communication (Pay Pass)
iv.                 Ensure secure authentication of the cardholder
v.                   Enable secure online transactions
QUALIFICATIONS OF INTERESTED FINANCIAL INSTITUTIONS
Interested Financial Institutions should provide information demonstrating that they have the required qualifications and relevant experience to perform the stated service. The selection criteria will include:
i.                     Proof that financial institution meets statutory, regulatory and industry requirements to perform stated services
ii.                   Financial institution’s capability in deployment of Smart Card services including issuance of cards
iii.                  Previous experience in development and roll-out of Smart Card based projects
iv.                 Demonstrable skills and competencies to support project requirements
v.                   National distribution branch/agency network of institution’s financial services
Completed tender documents in sealed envelopes clearly marked with the Tender No MDP/EOI/1/2014-2015, and addressed “to the address below;

and be deposited in the Tender Box situated on the 9th Floor, Treasury Building, Harambee Avenue so as to be received on or before 16th September, 2014
Applications will be opened immediately thereafter, at Treasury Building 10th Floor,
Conference Room in the presence of bidders or their representative, who choose to attend.
Late tenders will be returned unopened.
