INTERNATIONAL TENDER

INVITATION TO TENDER FOR THE DEVELOPMENT AND OPERATION OF A COMMERCIAL IMPORTANTPERSON (CIP/VIP) TERMINAL FACILITY AT JOMO KENYATTA INTERNATIONAL AIRPORT, NAIROBI, KENYA

TENDER NO: KAA/244/2014-2015

Jomo Kenyatta International Airport has a limited number of commercial lounges for use by its passengers and government officials. The few facilities available have small passenger handling capacities and not adequate to meet the requirements of the many passengers who would like to use them. With the increase d growth of passenger traffic at the airport there is great urgency to expand the facility to paying passengers. To meetthis challenge, we propose to set up a commercial passenger handling terminal to be developed and managed by a third party.
The scope of services will entail three critical components as detailed below:
a)    Construction of the CIP/VIP Terminal
b)    Management of the CIP/VIP Terminal
c)    Operation of the CIP/VIP Terminal by providing essential facilities and ground-handling services.
Kenya Airports Authority now invites sealed tenders from eligible firms for the Development and Operation of a Commercial Important Persons (CIP/VIP) Terminal Facility at Jomo Kenyatta International Airport on a long term lease.
Interested firms must meet the following minimum requirements amongst others:
i)             Demonstrate that they or their partners haveconstructed and carried out fit-out of at least one VIP/CIP facility in the past 10 years. Provide completion certificates and recommendation letters from site owners or airport management.
ii)            Provide proof that they have financial ability to undertake the contract by demonstrating ability to access funds necessary for the project (at least 500 million). This shall be by way of lines of credit or a banker’s letter.
iii)           Demonstrate that they have the necessary experience in dealing with Diplomatic and CIP passengers.
Tenderers must have valid contracts for providing these services and must have operated such a facility for at least five years.
Interested eligible firms may obtain further information and inspect the tender documents at the Kenya Airports Authority Headquarters at JKIA, 2nd, Floor, office of the GM (Procurement & Logistics) from 8.00am to 5.00 pm local time, Monday to Friday except lunch time between 1.00pm and 2.00pm and on public holidays.
Tender documents may be purchased at Kenya Airports Authority Headquarters at JKIA Nairobi for a non-refundable fee of Kshs. 1000.00 for each document. Payment will be made to the cashier on 1st floor at KAAHQ’s by cash or Bankers Cheque payable to the Kenya Airports Authority. The applicant or his/her agent will pick tender documents at the procurement office, 2nd floor of the same building upon production of a payment receipt.
Duly completed tender documents in plain sealed envelopes with TENDER NUMBER AND THE TITLE OF THE TENDER clearly indicated on the envelope shall be addressed to:-

Deposit it in the tender box located on the second floor of the Kenya Airports Authority Building at JKIA, so as to be received on or before 19thAugust 2014 at 11.00am and shall be valid for a period of 90 days after bid submission.
Late bids shall be rejected.
Opening of bids will take place immediately thereafter at the conference room, 5th floor KAA HQ’s building in the presence of tenderers/representatives who wish to attend.
*The authority reserves the right to accept or reject any tender and does not bind itself to accept the lowest or any tender.
Canvassing for the tender by the tenderer or by proxy shall lead to automatic disqualification of their tender.
