TENDER NO. PSC/02/2 014-15 REQUEST FOR PROPOSAL
FOR CONSULTANCY SERVICE
REQUEST FOR PROPOSALS FOR THE EVALUATION OF THE EXTENT TO WHICH THE PUBLIC SERVICE HAS COMPLIED WITH THE VALUES AND PRINCIPLES MENTIONED IN ARTICLES 10 AND 232 OF THE CONSTITUTION
The Public Service Commission is a Constitutional Commission established under Article 233 of the Constitution of Kenya. The mandate of the Commission includes:
i.         The promotion of national values and principles of governance and values and principles of the public service mentioned in Articles 10 and 232 of the Constitution.
ii.       Evaluation and reporting to the President and Parliament on the extent to which the values and principles referred to in Article 10 and 232 are complied with in public service
 Objective
The objective of the exercise is to evaluate and report on the extent to which the values and principles referred to in Article 10 and 232 are complied with in public service.
Scope
The assignment involves evaluating the extent of compliance in the Presidency; Office of the Attorney General and Department of Justice; eleven (11) Independent Commissions and Offices,Statutory Commissions and Authorities; eighteen (18) Ministries and the; and 215 State Corporations.
Terms of reference
The consultant shall be expected to assess and evaluate the extent to which the public service entities have complied with the promotion of values and principles in Articles 10 and 232 of the Constitution clustered in broad thematic areas below.
i.                     Devolution and sharing of power;
ii.                   Good governance;integrity; transparency and accountability;
iii.                  Diversity in the public service;
iv.                 Fair competition and merit in appointments, training and promotions;
v.                   Efficiency and effectiveness;
vi.                 Sustainable development practices in the public service management
vii.                Responsiveness, promptness, impartiality and equity in service delivery
viii.              Participation of the people in policy making and implementation;
ix.                 Professionalism and ethics in the public service; and
x.                   Human rights.
Qualifications of the firm
The firm should have:
         i.            The Understanding of the Constitution of Kenya;
       ii.            Familiarity with the organization, structure and functions of the Government of Kenya;
      iii.            Proven capacity and experience of conducting research, surveys and evaluation at national and international level;
     iv.            Competency in undertaking complex monitoring and evaluation exercises in the Public Service;
       v.            Ability to manage, analyze, and interpret bulk data;
     vi.            Proven ability to produce quality report; and


    vii.            Capacity to work within limited time lines.
Interested firms should attach copies of:
1.       Tax compliance certificate from KRA
2.       2.Registration certificate from Registrar of Companies
3.       Evidence of similar assignment done within and outside the country
4.       List of particulars of registered directors
5.       List of particulars, including qualifications, of respective associate consultants

Period
The assignment should be undertaken within thirty (30) days after award of the contract.

Submission of proposals
Qualified firms should submit proposals on or before 18th September, 2014 at 11.00am.
Request for proposal documents for this assignment can be collected from the ground floor, Room 005
Commission House, off Harambee Avenue upon payment of a non-refundable fee of One Thousand Shillings only (Kshs. 1000) at the Accounts office, Room 002.
Please note that both Technical Proposal and Financial Proposal should be submitted in two sealed separate envelopes and enclosed in a larger plain sealed envelope clearly labeled “Request for Proposal (Tender No.PSC/02/2014-15
Completed Tender Documents in plain sealed envelope bearing only the tender number should be deposited in the tender box at the main entrance of Commission House or addressed to:
The Secretary,
Public Service Commission
P.O. Box 30095 – 00100, NAIROBI.
So as to be received on or before 18th September, 2014 at 11.00 a.m. and the opening will take place immediately thereafter in Annex Boardroom in the presence of Tenderers /representatives who may choose to attend.
Prices quoted must remain valid for Ninety (90) days from the opening date of the tender.
