INVITATION FOR EXPRESSION OF INTEREST FOR AN
ENGINEERING, PROCUREMENT AND CONSTRUCTION CONTRACTOR FOR THE PROPOSED ELDORETKAMPALA
KIGALI REFINED PETROLEUM PRODUCTS PIPELINE

1.
Background
The Government of the Republic of Kenya, the Government of
the Republic of Uganda and the Government of the Republic of Rwanda (The
Governments), through the Joint Coordinating Commission
(JCC), are desirous of developing a refined petroleum products pipeline from Eldoret
in Kenya to Kampala in Uganda and extend it to Kigali in Rwanda. This pipeline
is one of the Northern Corridor Integration Projects that aims to accelerate
regional development.
The new pipeline will be an extension to the existing
Western Kenya pipeline system at Eldoret which is owned and operated by the
Kenya Pipeline Company (KPC). The Eldoret-Kampala-Kigali Pipeline will serve,
among others, the markets of Uganda, Rwanda and the neighbouring States of
Tanzania, Burundi, South Sudan and the Democratic Republic of Congo.
The Governments hereby invite Expression of Interest (EOI)
applications for pre-qualification from local and international contractors
with capacity and experience to do Engineering, Procurement, and Construction
(EPC), test and commission the proposed Eldoret - Kampala- Kigali refined
petroleum products pipeline. Pre-qualified firms will receive the Request for Proposal
(RFP) for the project.

Scope of Work
The project is to be implemented in two Lots:
i)
Lot 1 from Eldoret to Kampala
(approximately 350 km in length of multi-products 12- inch diameter pipeline)
where the successful bidder will verify and update the existing Front End Engineering
Design (FEED), complete detailed design, material procurement, construction and
installation activities, hydrostatic testing, pre-commissioning work and remove
all snags in order to commission and deliver a completed and tested pipeline
and facilities.
ii)
Lot II from Kampala to Kigali
involves development of FEED and detailed design, material procurement and
construction, installation and commissioning of approximately 434 km multi-products
pipeline from Kampala to Kigali and storage terminals at Kampala, Mbarara and
Kigali. The lot also comprises mainline pumps, intermediate pump stations and
road/rail loading facilities for tankers at Mbarara and Kigali.

Interested Firms
Interested firms may obtain the pre-qualification document
from the following offices, during working hours, on payment of
non-refundable fee in local currencies of the prevailing equivalent of
Twelve United States Dollars (US$ 12) payable in cash, or bank as
otherwise advised:

4.
Submission of Applications
Expressions of Interest should be submitted to the address
below so as to be received at the latest by 30th September 2014, 12:00 hours
