COUNTY GOVERNMENT OF BUNGOMA


TENDER NOTICE

County Government of Bungoma wishes to invite local banks to pilot the automation of revenue collection, which will integrate electronic systems compatible with all electronic payment and cash transfers in various platforms. This will be done on a pilot basis on two sites for one month.
The County Government of Bungoma wishes to implement revenue collection system that stop revenue leakages, provides adequate information to the county customers, maximizes on revenue collection system to support the government developing agenda and service delivery to her citizens.
The proposed solution is expected to ensure transparency of the revenue collection process, embedded mechanism, data security and reliability.
Therefore the specific objective of the assignment will be to deploy revenue collection solution that meets the following minimal features:
1.       Support collection from multiple revenue streamsincluding single business permit building approval plans, land rates, royalties, cess, parking fees, market fees e.t.c.
2.       Must be an all in one enterprise revenue collection and management system with single secure database.
3.       Must be parameter to allow the county to add additional revenue sources without customization or development.
4.       Must have a built in ticketing system.
5.       Work within existing communication infrastructure and does not contravene any existing laws.
6.       Provides real time transactional report on secure central server that must be accessible on web and mobile platforms.
7.       Must be able to provide remote/mobile capacities: light weight device with attached printer can enable collection on a handheld computer and have receipts printed at the scene that are legible, durable water proof and most importantly accurate.
8.       Integrate with keys existing system including ifmis, ippd.
9.       Maps county revenue sources including single business permits, building plan approval and rates royalties’e.t.c.
10.   Support both cash and cashless option including mobile money credit card e.t.c.
11.   Works in both online and offline modes as safeguard network failure.
12.   Facilities supervision, monitoring and enforcement.
13.   Must be able to perform bank reconciliation.
14.   Must have a customer portal to allow citizen citizens to interact with the county and pay for service online.
15.   Must have a complete auditing capability to facilitate sound public finance management by automating the entire process from collection to integration with ifmis to bank account reconciliations.
16.   Must provide information system security.
Scope of work
1.       Implementation of revenue collection systems
2.       Provide an electronic platform for collection of revenue in the entire county
3.       Must demonstrate various methods of mapping up revenue for the county electronically
4.       Must have a branch network that is well spread in all other sub counties.
5.       Must demonstrate that they have helped other institutions in the past to achieve revenue targets.
6.       Must clearly show the ability of having the right security levels in revenue collection systems
7.       Carry out appropriate system integration
8.       Training of county revenue staff and system administrators
9.       Clearly indicate timeliness in rolling out the operations.
Qualification for tendering (mandatory)
(a)    Valid Photostat of Single Business Permit
(b)   Valid copy of Tax Compliance Certificate
(c)    Valid Photostat of Business Registration Certificate/Certificate of Incorporation
(d)   Valid copy of PIN/VAT certificate
Evaluation criteria
(a)    Audited and signed financial statements for the past 2 financial years
(b)   Engaged in provision of services in areas of work relating to software development and financial services for at least 5 in Kenya.
(c)    Must have a minimum of ksh.1000, 000, 000 annual turnovers for the last 3 years.
(d)   Must have internationally recognized quality process certifications and proof of that has to be supported/submitted.
(e)   Should at least implement the proposed solution in 2 sites.
(f)     Must show evidence of a real time direct bank deposit.
(g)    Must support multiple payment channels e.g. cash, e-wallet, mobile money, bank e.t.c.
(h)   In case of a joint venture/consortium, the bidding team can collectively/ individually fulfill the below eligibility criteria. However in case of a prime and sub contractor arrangement prime members should solely fulfill individual eligibility criteria.
(i)      Must show evidence of revenue management solution.
(j)     The proposed system should have online/offline capabilities.
(k)    Must be able to work with our current revenue account, without having to switch to another bank account (Banks Only).
(l)      Comply with all central Bank of Kenya CBK, regarding mobile transactions as regulatory framework, as well as commission on revenue allocation guidelines.
(m) Comply with communications commission of Kenya (CCK) regulations regarding communications such as mobile transactions, wireless communication e.t.c
(n)   Demonstrate financially capacity to financially support the task to the end.
(o)   Attach dully filled copy of proposed methodology, plan and schedule of implementation of the revenue collection system.
Completed proposal are to be enclosed in plain sealed envelopes and addressed to:

And deposited in the tender Box located at The County Government of Bungoma Headquarters on or before Thursday 4th September 2014 at 10.00am.
Tenders will be opened immediately thereafter in the presence of the candidates or their representatives who choose to attend. Late bids will not be accepted.
