OF MANAGEMENT POSITIONS AT NATIONAL HOSPITAL INSURANCE FUND

Background Information
The National Hospital Insurance Fund (NHIF) is a State Corporation whose mission is to provide accessible, affordable, sustainable and quality Social Health Insurance. NHIF was restructured by the repeal of the National Hospital Insurance Act (CAP 255) and the enactment of the National Hospital Insurance Fund Act No. 9 in 1998 providing for a compulsory contribution scheme to employed persons. This new law made the NHIF an autonomous parastatal, separating it from the direct control of the Ministry of Health.
NHIF has decentralized its operations to 62 branches and has an office in every county. To deliver its services NHIF has contracted a wide network of providers to offer outpatient and inpatient. The Government has initiated fundamental reforms with strong emphasis being placed in public sector, privatization, market liberalization, financial and capital market reforms
Currently, NHIF has a membership of 17.9 Million principal members with 6.6 Million dependants drawn from the formal and informal sectors.
The Fund collects its deductions through a network of over 100,000 employers, utilizing modern technologies. The recent Constitutional developments further takes cognisance of the Fund’s expanded mandate to have its presence in all the counties, administration of the Civil Servants Medical Scheme and providing the universal healthcare to all Kenyans.
Objective of the Assignment
The Fund is seeking to engage a suitably qualified consultant(s) to carry out the following:
·         To provide a methodical and reliable approach for identifying and determining the most superior and suitable candidates for the positions.
·         To advertise, receive applications and shortlist candidates according to the most superior in relation to qualifications, skills and competencies held.
·         To provide criteria for assembling credible panels, methodology for conducting interviews and fair evaluation of the candidates.
·         To provide a rational basis employed in selecting the first five (5) most suitable candidates for each advertised position; for the Board’s further action.
SCOPE OF THE ASSIGNMENT
The scope of services will cover but not limited to the following.
a)    Advertise for the vacant positions of General Managers as per job requirements and person specifications
b)     To advertise, receive applications and shortlist candidates.
Eligibility:
Qualifications necessary to be short listed for the next stage of Request For Proposal (RFP) are as follows:
1.    Technical proposal of how all or any of the above scope of work will be executed
2.    Profile of the consultant to include company background, CVs of the key professionals/experts indicating education background and experience in successful execution of similar assignments
3.    Company registration certificate, NHIF compliance certificate, VAT compliance certificate, Company PIN number, DIT certificate and NSSF compliance;
4.    Demonstration of having conducted at least assignment of a similar nature within the last three (3) years.
CONSULTANCY DURATION/TIME FRAME
The above assignment MUST be completed within a period of Two (2) Calendar Months.
Following the EOI NHIF will issue Request for Proposals to successful EOI applicants. Completed expression of interest documents in sealed plain envelopes clearly marked with the name of this consultancy should be addressed to:

and deposited in the tender box located at the reception on 7th floor of NHIF building so as to be received on or before Thursday, 21st August 2014 at 10:00a.m East African Time. The documents will be opened immediately thereafter in the NHIF Auditorium 2nd Floor in the presence of bidders or their representatives who may choose to attend. The firms that had participated on RFP NO. NHIF/001/2014-2015 that was nonresponsive, are encouraged to participate.
NHIF reserves the right to reject or accept any Expression of Interest in whole or in part and is not bound to give reasons for its decision. Only
shortlisted firms will be contacted.
