TERMS OF REFERENCE
CONSULTANCY FOR 2014 FACILITY ASSESSMENT
FOR REPRODUCTIVE HEALTH COMMODITIES AND
SERVICES IN KENYA

UNFPA, United Nations Population Fund, an international development agency, is seeking qualified offers for the above-mentioned services. Interested companies are kindly invited to submit your best technical and financial offer for the requested services. Your bid could form the basis for a contract between your firm/institution and the UNFPA.
1.    Objectives of the Consultancy
The objective of the consultancy is to support the Ministry of Health in carrying out the assessment on the availability of selected life-saving medicines for women and children in the areas of family planning and maternal health in the 47 counties. The focus of the survey seeks to determine the service delivery points offering at least three modern methods of contraceptives and those reporting „no stock outs“ of contraceptives in the last 6 months. The survey will also assess provision of RH services and document best practices and identify gaps in the selected counties.
Specific Objectives:
1.    To assess availability of at least modern contraceptives in health facilities;
2.    To outline the reasons why at least three of the modern methods of contraceptives are not provided in some facilities;
3.    To assess the availability of maternal RH medicines in health facilities providing delivery services.
4.    To find out the incidence of ‘no stock out’ of modern contraceptives in health facilities.
5.    To document the quality of family planning services in the health facilities.
