COUNTY GOVERNMENT OF KERICHO


EXPRESSION OF INTEREST (EOI)

The County Government of Kericho invites sealed proposals from eligible legal experts for the provision of legal services in respect to:
A motion passed by County Assembly of Kericho seeking legal redress on unlawful and forceful acquisition of Land belonging to the native Kipsigis and Talai communities by the British colonial Government.
The Eligible law firms must provide copies of the following statutory requirements.
1.       Copy of current/valid Vat Tax compliance certificate
2.       Copy of Pin certificate
3.       Copy of Certificate of incorporation/registration
4.       Certified current/valid advocates practicing certificate.
Legal experts who do not meet the above mentioned criterion shall be declared non responsive and thus disqualified from further evaluation
A)     The following qualifications will be used to evaluate the technical responsiveness of the proposal.
1.       The lead counsel must have Fifteen years( 15 yrs ) post admission experience and proof of the capacity to undertake indebt research on legal issues
2.       The lead counsel must have at least a Master of Law degree (MLLD) from a recognized university with biased towards Human rights, Constitutional Litigation and land Law.
3.       The lead counsel must have practiced in international courts/tribunal.
4.       The lead counsel must have strong understanding of both the social, cultural and dynamics of the local community.
Interested eligible firms shall be required to provide information demonstrating how the matter would be handled, capabilities, experience, and facilities to undertake the legal matter successfully.
Complete set of detailed Tender documents shall be obtained by interested Bidders free of any charge at the County Government of Kericho website (www.kericho.go.ke)
The original and all copies of the Technical Proposal shall be placed in a sealed envelope clearly markedTECHNICAL PROPOSAL,” and the original and all copies of the Financial Proposal in a sealed envelope clearly markedFINANCIAL PROPOSAL” and warning: DO NOT OPEN WITH THE TECHNICAL PROPOSAL”. Both envelopes shall be placed into an outer envelope sealed and should clearly indicate the proposal reference no CCK/RFP/0O1/2014/2015, “DO NOT OPEN, EXCEPT IN PRESENCE OF THE OPENING COMMITTEE.”
The completed Technical and Financial Proposals in plain sealed envelopes bearing the tender proposal number (in bold) on the top right hand corner but with no indication of the Tenderer’s name should be posted to: -

so as to reach him on or before, Tuesday 2nd September 2014 , at 10.00 A.M. (East African Time) or be placed in the Tender Box A situated on the Ground Floor of the County Government of Kericho Headquarters. Submitted proposals will be opened immediately thereafter the closing date and time publicly in the presence of bidders or their representatives who choose to attend at the County Government of Kericho Offices, (County Hall) Ground Floor. Late proposals will not be accepted whatsoever and will be returned unopened.
