1.  BACKGROUND
1.    Kenya Agricultural Productivity and Agribusiness Project (KAPAP) is a Government of Kenya initiative financed by the World Bank. The project development objective is to increase agricultural productivity and incomes of smallholder farmers from agricultural and agribusiness activities in the project area.
2.    One  of  the  project’s  objective  is  to  empower  public  and  private  stakeholders along agricultural commodity value chains to plan, design and set up sustainable agribusinesses. This is achieved through enhancing of vertical and horizontal linkages along the commodity value chains amongst other interventions. Deliberate efforts are made to facilitate access to capital investment to smallholders and more generally to boost investment in the agribusiness sector in the country. The risk associated with agribusiness can lead to substantial losses hence making the sector unattractive to the formal banking industry. Access to credit from financial institutions therefore possess a major challenge to farmers.
3.    The Government of the Republic of Kenya received financing from the World Bank toward the cost of the KAPAP and intends to apply part of the agreed amount of this loan for contracting of Consultancy Services.
4.    The Consultancy Services (“the Services”) include documenting agribusiness credit products available to farmers and risk management products in Kenya targeting farmers and other value chain players with special focus but not limited to:
                      i.        Generating relevant information that would be used as baseline information capturing the number of beneficiaries; agribusiness credit products and their value for future monitoring of the uptake of credit and risk man agement products.
                     ii.        Highlighting approaches and procedures for agribusiness lending, documented in various lending products.
                    iii.        Documenting the lessons learned from the implementation of current and previous credit programs in the Sector.
                   iv.        Developing a database of finance and risk management institutions and their current products.
  The assignment is for 45 days.
5.    The  Ministry  of  Agriculture,  Livestock  and  Fisheries  is  inviting  interested  firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are:
a)    Experience in similar assignments
b)    Experience in similar conditions and
c)    Availability of appropriate skills among key staff

6.    The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 (‘Consultant Guidelines’), setting forth the World Bank’s policy on conflict of interest.
7.    Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
8.    A  consultant will be selected in accordance   with qualification based on consultant
Qualifications (CQS) method set out in the Consultant Guidelines.

10.  Expressions of interest should be clearly marked with the following statements ‘Expression  of  Interest  for  Consultancy  Services  for  Undertaking  Funding Instruments and Risk Management  Tools study and must be delivered in written form to the address below in person by 21st August, 2014 at 11.00 am local time
