Financial support for improved access to water and sanitation


IST CALL FOR PROPOSALS - UP SCALING BASIC SANITATION FOR THE URBAN POOR (UBSUP) UNDER URBAN PROJECTS CONCEPT (UPC)

SUPPORT TO HOUSEHOLD AND PLOT LEVEL SANITATION PROJECTS
Water Services Trust Fund (WSTF), a Corporate body under the Ministry of Environment, Water and Natural Resources and established under the Water Act, 2002 has received funds from Government of Kenya, Bill and Melinda Gates Foundation (BMGF) and German Financial Cooperation (KfW) to finance the implementation of ‘Up-scaling Basic Sanitation for the Urban Poor’ (UBSUP) projects. The funds under this grant are to support construction of household and plot level sanitation facilities and related Decentralized Treatment Facilities (DTFs) in low income urban areas of Kenya through eligible Water Service Providers (WSPs).
In this 1st Call for Proposals, WSTF Services Trust Fund invites all Eligible Water Services Providers throughout the country to apply for funding for improvement of sanitation in the low income urban areas or low cost planned areas within their areas of jurisdiction.
Eligibility Requirements for applying for the grants
To qualify for this funding, the Water Service Provider must meet the following minimum requirements:
a)      Be duly registered under the Company Act and have a valid Service Provision Agreement.
b)      Be registered by the Water Services Regulatory Board.
Conditions for applying for funding:
a)       Proof of land and way leaves availability for the planned infrastructure related to the proposed sanitation project.
b)      The applying WSP that have benefited from WSTF under UPC funding must have completed all the WSTF-UPC projects up to 5th call for proposals and project accounts closed.
c)       No funding will be done to WSPs with pending audit issues.
d)      Proof of availability of a functioning exhauster either owned by the WSP, the county or a valid emptying agreement with a private operator.
e)      A valid sludge disposal license provided by the National Environmental Management Authority (NEMA).
f)        A collaboration agreement with the County Department of Public Health and the County Department of Environment.
g)       Proof of availability of site for construction of the DTF (copies of ownership documents with approval from the county authority).
Application Procedure
a)       Identification of project areas in line with Water Services Trust Fund Guidelines (www.wstf.go.ke ) refer to the SafiSan Toolkit.
b)      Development of project proposal through filling in the standard UBSUP application form and attaching all the required supporting documents.
c)       Each project proposal must comprise 200 household toilets, at least one (1 No.) sludge decentralized treatment facility in case of absence of a functioning wastewater treatment plant and a software/ accompanying measures component. Each WSP must clearly describe the emptying and transportation mechanism within the jurisdiction of the WSP.
d)      The application form and other details can be obtained from Water Services Trust Fund Office, or via email on request, or downloaded from the website www.wstf.go.ke
e)      The project proposals must be endorsed/ approved by the respective County Government and Water Services Board before submission to Water Services Trust Fund.
All proposals must be submitted in one hard copy and the envelope clearly marked ‘’UBSUP 1st Call for Proposals- UPC’’ and one soft copy on a CD-ROM to the address below:

Closing Date
