EXPRESSION OF INTEREST (EOI)
REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONDUCTING JOB EVALUATIONREVIEW & REALIGNMENT OF THE CORPORATE FUNCTIONS & HUMAN RESOURCE POLICIES & PROCEDURES

1.0 INTR ODUCTION
Geothermal Development Company (GDC) is 100% state-owned corporation registered under the Companies Act (CAP 486); it was incorporated in 2008 as a special purpose vehicle to accelerate the development of geothermal energy in Kenya. GDC falls under the Ministry of Energy (MoE). The Company has offices in Nairobi, Naivasha and Nakuru towns with most of its operations in Menengai Caldera in Nakuru. Surface exploration activities are underway in the North-Rift areas of Baringo and Turkana counties.
2.0 SCOPE OF THE ASSIGNMENT
In a bid to improve its operational efficiency, the company intends to engage a consultant to conduct a thorough job evaluation, review and realignment of the corporate structure and the Human Resources Policies & Procedures.
The consultant will evaluate the current structures, systems and policies with the aim of:
• Determining positions & job responsibilities that are similar and rationalize/streamline them.
• Reviewing   the GDC Corporate Structure and Realignment of Functions.
• Reviewing the HR Policies Management policies and Procedures.
The consultancy is expected to be completed in a period not exceeding six months.
3.0 SPECIFIC OBJECTIVES
The specific objectives of this assignment are:
I.  To carry out a job evaluation
II.   To reorganize/ restructure the Corporate Organogram and Functions and to realign them to the corporate Strategy.
III.   Re vise the existing Staff Establishment and align it with the co rporate Strategy.
IV .  To determine appropriate pay or salary scales /Grades to achieve pay equity between jobs.
V.   To revise HR Policies & Procedures in order to create a functioning Human Resource Management systems at all levels of administration.
4.0 QUALIFICATION REQUIREMENTS/EVALUATION CRITERIA
The Geothermal Development Company (GDC) now invites expression of interest from prospective and eligible firms to undertake this consultancy. Interested firms must provide information indicating that they are qualified to carry out the task. Consultants may constitute joint-ventures to enhance their chances of qualification.
Interested and eligible consultant /consortium is required to submit their applications in English language with the following specific information:-
a) A brief profile of the consultant/firm including description of the firm or consortium members’ incorporation details (Articles and Memorandum of Association, Certificate of Incorporation, Joint Ventures Agreements etc.)
b) List of directors, telephone, postal and email address.
c) Documentary proof of capability and experience in carrying out similar assignments in at least two (2) similar assignments in the last five (5) y ears.
d) Names and CV’s covering professional qualifications of key personnel to be actively involved in the consultancy.
5.0 DURATION
The consultancy is expected to be competed in a period not exceeding six months.
Only firms shortlisted under this procedure will be invited to submit their technical and financial proposals.

and deposited in the tender Box provided on the 2nd Floor,  GDC Riverside Office, not later than  15th August  2014  at   2.00PM (1400Hrs).  
The responses will be opened immediately thereafter in the presence of firms representatives who choose to attend at GDC Riverside Boardroom. Late applications will not be accepted.
